Jeffrey joined Oceana as Global Director of Human Resources in September 2025.
He brings more than 15 years of experience in global human resources, talent management, and organizational development, having held leadership roles at organizations including Winrock International, World Wildlife Fund, Creative Associates International, Chemonics International, and FHI 360. Throughout his career, Jeffrey has partnered with leadership teams to align HR strategy with organizational goals, strengthen global operations, and foster inclusive, high-performing workplaces. In his role at Oceana, Jeffrey leads the full spectrum of HR strategy and operations worldwide, including talent management, employee engagement, DEI, HR systems, compliance, and workforce planning. He is deeply passionate about Oceana’s mission to protect and restore the world’s oceans and is motivated by the opportunity to connect his HR leadership to such meaningful global work. He is equally committed to building a positive, mission-driven culture that not only supports and empowers employees across all of Oceana’s offices but also enables them to thrive while advancing the organization’s critical conservation goals. Jeffrey holds a Master of Science in Human Resource Management from Wilmington University and a Bachelor of Science in Justice Studies with a concentration in Social Justice from James Madison University. He is also a Senior Certified HR Professional (SHRM-SCP). Outside of work, Jeffrey enjoys spending time on Maryland’s Eastern Shore with his two Yorkies, Lizzy and Georgie, and playing recreational sports such as kickball, bocce, and cornhole.
